What this list can—and cannot—say
This first-pass ranking uses publicly released HCAD ownership, exemption, valuation, and mailing fields. The strongest public proxy is a long unchanged ownership record paired with a substantial homestead-exemption value.
HCAD’s public bulk extract does not publish reliable account-level over-65 or surviving-spouse flags. Confirm senior status, age, death, occupancy, and legal eligibility only through authorized agency workflows and appropriate records.
The default 13.1% age rate is the 2024 Harris County share of residents age 65+ from Census QuickFacts. It is a population context measure—not the owner’s age and not proof that a tax benefit is invalid.
A score starts review; it does not revoke an exemption.
